Debt Affordability Study This report is the second to be released since the General Assembly established the requirement in 2016 that the Public Finance Management Board produce a debt affordability study every two years. This report expands on the 2017 DAS by providing not only information on debt and pension liabilities, but also post-employment liabilities of the State, municipalities and quasi-public agencies in the State. We believe this to be the most comprehensive debt affordability study ever to be undertaken by a state government. The production of this study has been a collaborative effort involving many smart, public-spirited individuals who believe in the importance of sound public finance.
